Fine Cycling

Bikes are a ubiquitous sight on Sydney’s roads. In the interest of safety, the state government passed tough new legislation to stamp out unsafe behaviours in cyclists. In some case the fines quadrupled and the police were given powers to issue notices for not wearing a helmet, cycling on the footpath or running a red light. Within two months, revenue from the increased fines has reached nearly $350,000. Does the punishment fit the crime?
