University Admissions to become more transparent

Last week, year 12 students got the results of their HSC exams and finally received their ATARs, causing many students to really rethink about the courses they intend to study at University. However, the Australian government has announced that they have accepted the recommendation by the Higher Education standards panel to make University admissions more transparent. What does this actually mean?
