The cost of under-investment in infrastructure

One of the major spending decisions in the budget this year was centred on infrastructure and both the Coalition and the Opposition have placed great store in its potential to kick start our economy. But Labor says that under-investment in infrastructure is expected to reach $53 Billion dollars by 2031. So does that number stack up?
