Government Seeks To Introduce Mutual Obligation Welfare Payments

Speaking at the National Press Club on Tuesday, social services minister Christian Porter said the Turnbull government was determined to reduce intergenerational welfare dependency, which will seek to introduce mutual obligation welfare payments. What does this mean?
