Why Have So Few Referendums in Australia Been Successful?

Indigenous Affairs Minister Ken Wyatt has committed to exploring options for an Indigenous Voice to Parliament within this term of government. But how hard is it to pass a referendum? Australia has voted on 44 referendums in the past and only eight have been successful. We chat to constitutional expert Dr Harry Hobbs about why it is so difficult to pass a referendum and how likely it is that this campaign will be different.
