Government failing to keep indigenous children with families

The Aboriginal and Torres Strait Islander Child Placement Policy was introduced in the 70s to keep Indigenous children with their families and in contact with their culture, so why is it that Indigenous children at 10 times more likely than non-Indigenous children to be placed in out-of home care. Are we really making an effort to follow the principle, or have we forgotten about it?
