The UN and Syria: Why Can’t They Fix It?

In the eastern half of Aleppo according to activists almost 150 civilians have been killed in a week of intense violence. It has been described as a “ferocious campaign which is a war of extermination” How has the UN be unable to put a halt to the violence? How has this affected the relations between the U.S and Russia?
