What will Cop26 pledges mean for the countries who did not sign?

The Cop26 climate summit held in Glasgow has been an opportunity for world leaders to discuss strategies combating climate change.
There were pledges from several countries to stop using coal, limit deforestation and to work together to stop the 1.5C degree increase in temperature.
While China and Russia only attended the summit virtually, they did not take part in some of the pledges made, casting the future role of these energy super powers into question.
